What is ETC?
ETC (Electronic Toll Collection System) allows vehicles to pass through highway toll gates without stopping.
In Japan, ETC is widely used on expressways, helping avoid toll congestion and enabling smooth driving.
The Road Traffic Act penalizes "gazing" at devices; while operation itself is not specified, it may be regarded as gazing and subject to enforcement.
- Operating the ETC onboard unit or handling the card while driving is dangerous.
- Gazing at screens or devices while driving may constitute a violation of the duty of safe driving under the Road Traffic Act (based on guidelines by MLIT and the National Police Agency).
About ETC On-board Unit
All AVIS rental vehicles are equipped with an ETC on-board unit.
About ETC Card
An ETC card is required to use ETC.
About Using Your Own ETC Card
Please prepare an ETC card issued in Japan.
Before departure, confirm that the card is properly inserted.
ETC Card Rental Service (Limited Areas)
- In certain areas, ETC card rental service is available.
- Staff will install the ETC card in the vehicle at departure.
- Toll fees will be settled at the counter upon return.
- Customers are not allowed to remove or insert the card during use.
Notes When Using ETC
Regarding Potential Violations
While driving, staring at or operating the ETC onboard unit, ETC card, or display may constitute a violation of the duty to drive safely under road traffic laws.
- Actions that result in insufficient attention to the road ahead
- Continuously looking at screens or devices
- Inserting or removing the card while driving
These actions may be subject to enforcement as violations at the discretion of a police officer.
Handling of equipment and responsibility
- The ETC onboard unit is provided as a service.
- Please use it at your own responsibility.
In the following cases, the rental car company cannot assume responsibility.
- Actions that result in insufficient attention to the road ahead
- Continuously directing your gaze at a screen or device
- Inserting/removing card while driving
Handling of ETC Card
- Please be careful not to forget or lose your ETC card.
- The rental company cannot be held responsible for loss or forgotten cards.
